Is it normal in NYC when applying for an apartment to be asked to submit a "background check" after you've applied, and that requirement was never listed anywhere? Like wtf.

Nope, this sounds like they’re trying to do a workaround on you. The housing package passed two years ago required landlords to pay for one if they wanted it, and not require it in the application fees. This seems like a lazy way to get pst that. Adding

It’s illegal but there is virtually no way to enforce it! If you fight it the landlord has no obligation to rent to you. Your leverage comes from being in the apartment, which you aren’t yet! You can report them, but it won’t get you the apartment. If that makes sense.
